Established by Act No. 83-8 of 7 January 1983, the Local Habitat Programme (PLH) is a strategic document drawn up by a local authority to define a housing and housing policy for 6 years. In Héault, 8 PLHs are currently applicable and 2 others are under development.
The State may delegate to inter-communities with a PLH and to the departments the management of stone aid (social rental park and private park under the ANAH): we're talking about delegation of competence. The Hérault department has 5 delegates of stone aid, covering the whole territory.

According to the COVADIS standard:
A PLH defines habitat policy in an intercommunal territory. It aims to meet housing needs (social or non-social, rental or not), to promote social diversity by ensuring a balanced and diversified distribution of housing supply within an inter-communal territory and indicates the means to achieve this. Its specific procedure implies that it is carried only by an EPCI with PLH competence in association with the State. A local habitat program typically lasts six years. The Molle Act of 29 March 2009 modifies the scope of the PLH by making it much more operational and requires the EPCI to detail the objectives to the municipality.
The programme commits the State, the municipalities, the intercommunalities and, where appropriate, the general councils delegating stone aid. The measures shall be implemented by the operators: social housing organisations, private professional operators, landlords or landlords.
These data contain only the PLHs being developed or in effect, with the old PLHs (i.e. those completed) being archived in a cancelled state.
PLH data (2019), knowing that for the two EPCI bearing PLH: CA Hérault Med and CA de Béziers Med have changed perimeter, the PLH period is over but the SHAJ is working on the new PLH which is being finalised which will be submitted in 2021 to the opinion of the State, and the current is still enforceable...
