Dataset description

N_OIN_R44 A national interest operation (NIO) is, in France, an urban planning operation to which a particular legal regime applies because of its overriding interest. The State retains control of urban planning policy in these areas. Reinforcing the originality of the 1983 “INO” mechanism, the Act of 13 July 2006 establishing a national commitment for housing (the ENL Act) extends its scope by providing for the establishment in new areas. With the establishment of the ISO, the instruction and issuing of planning permissions (Construction Permit, ZAC, Planning Permit,...) are now within the competence of the State. A scope of action is then defined in order to reconvert and develop the territory. Decree No 2011-414 of 18 April 2011 lists the development operation known as Alzette-Belval as one of the operations of national interest mentioned in Article R.* 121-4-1 of the Urban Planning Code. Eight municipalities, located on the Luxembourg border, are part of the IO of Alzette Belval: Rédange, Audun-le-Tiche, Villerupt, Ottange, Aumetz, Thil, Boulange and Russange. This ISO is not common because it does not depend on a metropolis but is integrated into a cross-border agglomeration. The proximity to Luxembourg makes the INO of Alzette Belval a strategic area, rich in opportunities.
