This spreadsheet summarises the presence and exercise of aquatic competence for public institutions of intercommunal cooperation (EPCI) with own taxation (communities of municipalities and agglomeration communities).
I have drawn up these documents on the basis of the information I have gathered from the Prefecture of Corrèze (statutes and decrees relating to groupings effecting changes since 1/01/2017 and linked to the application of the departmental scheme of intercommunal cooperation) and a few groupings of municipalities when there were points of uncertainty. These documents give the actual situation in April 2017 on the skills of small and large water cycles.
It should be noted that the current situation with regard to these powers is special, in particular for groupings of municipalities formed by mergers of groupings and which have not, as a result of this change, taken new statutes. In that case, the powers of the ex-groups included in the new grouping are present in the group but exercised in the territories of the ex-groups.
Another point is that for new groupings with a future competence mentioned in their new statutes, this is displayed on the maps even if it is not yet active, but the legend says so. Finally, for a group where competence is exercised, but not mentioned in its statutes, the cards (competence and exercise of competence) display that competence and the legend specifies the situation.
