N_EPCI_ZSUP_019 Scope of public institutions for inter-municipal cooperation (own taxation or other) Public institutions for inter-municipal cooperation (EPCI) are groupings of municipalities whose purpose is to draw up “common development projects within solidarity zones”. They are subject to common rules which are homogeneous and comparable to those of local authorities.
