The Water Management and Management Schema (SAGE) is a planning document developed in a collective way, for a coherent hydrographic perimetre, it sets general objectives for the use, development, quantitative and qualitative protection of water resources. It must be compatible with the Schema Director of Water Supply and Management (SDAGE). The perimetre and the time in which it is drawn are determined by the SDAGE. In default, it is stopped by the prefect(s) of the department, the case failing on the proposal of the interested territorial collectivites. The SAGE is established by a Local Water Commission (CLE) representing the various actors of the territory, submitted to public inquiry and is approved by the prefect. It has a legal door: the regulation and its mapping documents are enforceable against third parties and decisions in the field of water must be compatible or made compatible with the plan for the sustainable management of water resources. The urban planning documents (schema of territorial coherence, local urban planning plan and communal map) must be compatible with the objectives of protection defined by the SAGE. The Schema departemental des carrieres must be compatible with the provisions of the SAGE.
