Category AC1 easements relate to the protection easements of classified or listed historical monuments:
— Classification for historical monuments: these easements concern buildings or parts of buildings the preservation of which is of public interest from the point of view of history or art. Owners of classified buildings may not carry out restoration, repair or alteration work without prior authorisation from the regional prefect or the Minister for Culture.
— Inscription in respect of historical monuments: these easements concern buildings or parts of buildings which, without justifying a request for immediate classification, are of sufficient historical or artistic interest to make their preservation desirable. Owners of registered buildings may not make any changes without prior declaration; no planning authorisation may be issued without prior agreement of the prefect of the region.
— Buildings backed by classified buildings and buildings situated in the field of visibility of classified or registered buildings:
1. Any building in contact with a listed building, in elevation, on the ground or in the basement shall be considered as a back-up building. Any part not protected as historical monuments of a partially classified building shall be considered as a back-up building.
2. Any other building, bare or built, visible to the first or visible at the same time as it is located within a perimeter determined by a distance of 500 m from the monument shall be considered to be located in the field of visibility of a listed or listed building.
This 500 m perimeter can be modified or adapted:
• the adapted protection perimeter (PPA): where an unprotected building is subject to a registration, classification or classification procedure, the architect of the buildings of France (ABF) may propose a perimeter of protection adapted to the nature of the building and its environment.
• Modified protection perimeter (MPP): the perimeter established around a historic monument can be modified on the proposal of the ABF.
This resource describes the plates of Class AC1 easements, i.e. all or part of an immovable, or a defined perimeter or perimeters around the monument:
• that is the radius of 500 meters fixed by law,
• either an extended perimeter beyond 500 meters or reduced (industrial buildings, rural buildings,...) or specific (cone of view, monumental perspective,...),
• a perimeter limited to geographical areas most sensitive or extended to landscape elements located beyond 500 meters but maintaining a strong relationship with the monument (perspective of a path, landscape setting,...).
