The definition of the mountain area refers to the zoning inherited from the Mountain Law of 1985, allowing, in particular, the allocation of compensatory aid for natural agricultural handicaps. Indeed, the Law states that "mountain areas are characterised by significant handicaps resulting in more difficult living conditions and restricting the exercise of certain economic activities. They include municipalities or parts of municipalities characterised by a considerable limitation of land use possibilities and a significant increase in the costs of the works due.
Three criteria determine these territories: climatic conditions resulting in a shorter period of vegetation; steep slopes complicating the mechanisation of agricultural activity; a combination of these factors.
Two types of zones are defined: mountain and Piedmont. The cutting is infra-communal.
