Un plan climat-air-énergie territorial constitue le plan d’actions des collectivités pour atténuer et s’adapter au changement climatique. Le plan climat-air-énergie territorial est obligatoirement élaboré par les établissements publics de coopération intercommunale à fiscalité propre (EPCI) et doit être établi avant le 31 décembre 2016 pour les EPCI de plus de 50000 habitants existants au 1er janvier 2015, et avant le 31 décembre 2018 pour les EPCI de plus de 20000 habitants existants au 1er janvier 2017. Le plan climat-air-énergie territorial est révisé tous les 6 ans.
