La couche rassemble les données de mares produites dans le cadre du Programme régional d’actions en faveur des mares de Franche-Comté. La définition retenue d’une mare est « petite étendue d’eau stagnante, permanente ou temporaire, d'une surface de 5 à 2 000 m2 et d’une profondeur comprise entre 20 cm et 2 mètres, sans système de contrôle du niveau d'eau » Cet inventaire n’est pas exhaustif et les éléments localisés n’ont pas tous bénéficié d’une authentification de terrain.
