The National Urban Renewal Programme (PNRU), established by Law No 2003-710 of 1 August 2003 for the city and urban renewal (http...r/divbib/doc/loiborloo01082003.pdf), provides for an unprecedented national effort to transform neighbourhoods into difficulty. This programme translates into urban renewal projects that identify one or more neighbourhoods designated as priorities by ANRU.
An ANRU project concerns neighbourhoods already classified as a sensitive urban area (ZUS) or, exceptionally at the request of the mayor of the municipality or the president of the competent EPCI and with the agreement of the minister responsible for housing and the city, derogation districts under Article 6 of the law — these with similar economic and social characteristics.
This class of objects concerns only derogation ANRU quarters.
Of the 751 ZUS and neighbourhoods with ministerial exemptions, ANRU’s mission is to prioritise neighbourhoods with the most worrying urban, social and economic characteristics. The ANRU Board of Directors of 12 July 2006 adopted a list of 215 priority neighbourhoods (priority 1) and a list of 342 additional neighbourhoods (priority 2) which concentrate urban renewal credits. Other city policy districts (ZUS and derogations) are considered complementary (priority 3).
The same ANRU district — whether it is classified as ZUS or not, may belong to two different ANRU projects.
These data contain exclusively the ANRU non-ZUS derogation districts of the ongoing ANRU projects. The areas of the completed ANRU projects are excluded. The ANRU districts in ZUS are shown in the ZUS table (0001113).
