Dataset description

The ADMIN EXPRESS product describes all the information contained in the IGN’s internal database on metropolitan territory and overseas departments. It complies with the annual edition of the Official Geographical Code published by INSEE. Public institutions for inter-municipal cooperation (EPCI) are groupings of municipalities whose purpose is to draw up “common development projects within solidarity zones”. They are subject to common, uniform and comparable rules to those of local authorities (source INSEE). Only privately-taxed EPCIs are retained. There are also EPCIs without own taxation: single-purpose intercommunal trade unions (SIVU), multi-purpose inter-communal trade unions (SIVOM), closed joint unions (SM closed) and open joint unions (open SM). The EPCI list is based on the files published by the Directorate-General for Local Authorities (DGCL) of the Ministry of the Interior, supplemented by information collected from local actors (EPCI, prefectures, etc.). The NOTRE Law of 7 August 2015 provided for the implementation of new departmental schemes of intercommunal cooperation (SDCI) by 1 January 2017. As from that date, the geography of the own-tax EPCI retained in ADMIN EXPRESS results from this implementation on 15 November 2016 and does not take into account marginal developments outside the ICS, in particular in the case of the creation of certain new municipalities.
