Law No. 2003-699 of 30 July 2003 on the prevention of technological and natural hazards and the repair of damage introduced the Technological Risk Prevention Plan (PPRT). This plan covers all the high threshold SEVESO sites defined in the classification of installations classified for the environment.
Article L.515-15 of the Environmental Code specifies the scope of application of PPRTs and their objective of:
“Limit the effects of accidents likely to occur in installations listed in IV of section 515-8 and which may have an effect on public health, public health and safety directly or by pollution of the environment.”
The activity of the military site of Tourris implies its ranking in SEVESO high threshold.
As such, a PPRT was prescribed by order of the Minister of Defence on 22 March 2012.
The PPRT was approved by joint prefectural and ministerial decree of 6 March 2014.
Depending on the hazard level, each area is subject to an enforceable settlement. The Regulation distinguishes different types of zones:
— the “dark red area R” → zone of prohibition or authorisation under conditions;
— the “dark blue zone B1” → zone of prohibition or authorisation under conditions;
— the ‘dark blue zone B2’ → area of prohibition or authorisation under conditions;
— the “grey area”, which corresponds to the land right of the facilities causing the risk of this PPRT.
In view of the site classified as secret defense, only the perimeter of the PPRT area appears in the vector data.
