Following the recent mergers of municipalities, the scope of SCOTs is likely to change. A readjustment of the perimeters will be made in the light of the deliberations.
Created by the Law Solidarity and Urban Renewal (SRU), in place of the master plans, the Territorial Coherence Schemes (SCOT) are long-term planning documents, the aim of which is to set the objectives for the sustainable development of an inter-communal territory.
Reinforced by the Grenelle laws, they must define, among other things:
the balance between urbanised, agricultural and natural areas, in particular with regard to the objectives of limiting land consumption;
the objectives of developing public transport offers and urbanised areas served by public transport;
the means to be used to ensure the maintenance and restoration of ecological corridors;
the objectives of commercial establishment...
Implemented and carried out on the initiative of a public institution, they shall, within 6 years of their approval, be subject to an evaluation in order to deliberate on a possible revision.
Local Urbanisation Plans (LUPs), Local Habitat Programmes (LDPs), Commercial Development Schemes, Backup and Development Plans (VMPs) and Urban Travel Plans (DUPs) must be made compatible with SCOT guidance.
SCOTs must also take into account the Regional Ecological Coherence Schemes (SRCE) and the Territorial Energy Climate Plans (PCETs). As a result, they appear to be the main normative tools to ensure the implementation of the measures set out in the ETCPs.
