At the conference on environment and development, France committed itself in Rio to implement Agenda 21 of Rio, a programme of actions for the 21st century geared towards sustainable development. A local agenda 21 is a management and animation system of a territory. It begins with a territorial diagnosis, which will enable the development of a medium-term strategy of the local authority. This strategy must lead to the drawing up of an action programme, which will have been defined in advance with the inhabitants.It must meet the five objectives of sustainable development:- Combating climate change and protecting the atmosphere- Preservation of biodiversity, protection of environments and resources- Social cohesion and solidarity between territories and between generations — development of all human beings — Dynamic development according to responsible production and consumption patterns.
