Dataset description

The Planning Law for City and Urban Cohesion of 21 February 2014 (Article 5) laid down the modalities for the reform of the priority geography of city policy, detailed for the metropolitan area by Decree No. 2014-767 of 3 July 2014. Thus, the national list of priority neighbourhoods of city policy, established for the metropolis by Decree No 2014-1750 of 30 December 2014 and amended since then by Decree No 2015-1138 of 14 September 2015. Priority neighbourhoods replace sensitive urban areas (SEZs) and urban social cohesion contract (CUCS) neighbourhoods from 1 January 2015. The identification of priority urban areas is based on the single criterion of poverty, i.e. the concentration of populations with resources below 60 % of median income. Subsequently, the Order 29 April 2015 (which repeals and replaces the Order of 27 March 2015) established the “list of priority neighbourhoods of city policy presenting the most important dysfunctions and targeted as a priority by the new Urban Renewal Programme” and the Order of 20 November 2018 (amended by Order of 15 January 2019) the “list of priority neighbourhoods of the city’s policy presenting the most important urban dysfunctions and targeted in a complementary way by the new National Urban Renewal Programme”. These lists identify the neighbourhoods to be financed by the National Agency for Urban Renewal (ANRU). The table L_QPV_NPNRU_075 lists the priority areas of the city’s policy, taking into account the official outlines produced by CGET (Sept. 2015). Among them, it specifies the neighbourhoods affected by the new national urban renewal programme, under the decree of 29 April 2015 or 20 November 2018.
