“The City of Paris has set up an experimental operation called "Vital'Quartier" for the maintenance and development of local shops in certain Paris neighbourhoods whose commercial fabric was degraded and no longer met the needs of the inhabitants. Created in 2004 on six sectors and called Vital‘Quartier 1, it was extended in 2008 to five new sectors under the name Vital’Quartier 2.
The aim was to promote the diversity and development of economic and commercial activities in ten neighbourhoods, marked either by the gradual disappearance of commercial activities or by the development of mono-activity at the expense of local shops and services. An eleventh sector has been integrated with the singular objective of protecting cultural trade in the Latin Quarter.
To this end, the City signed with SEMAEST a public development agreement (now since concession), running until 2015 for Vital‘Quartier 1 and 2021 for Vital’Quartier 2, to entrust it with the mission of reinvigorating trade. “
