As a result of the catastrophic floods that have occurred since 1992, a reform of the policy for the prevention of inindations was initiated in 2002, in particular to strengthen the prevention of flood risks by watersheds and to generalise action plans specific to large rivers. This results in the establishment of Flood Prevention Action Programmes (PAPI).
The PAPIs bring together a number of proposals defined jointly by the communities and the state services of the same watershed. The projects selected fall within the category of so-called slow floods (crues deplaine or table floods) as well as the often devastating and deadly category of torrential floods. The porpositions generally deal with upstream flow regulation through the creation or restoration of flood expansion fields, the development of preventive information, the reduction of the vulnerability of buildings established in flood zones or the development of local watershed-level developers.
