To natural PPRs, the Environmental Code (L562-1) requires inter alia to “delimit areas exposed to risks, taking into account the nature and intensity of the risk involved, to prohibit any type of construction, construction, development or agricultural, forestry, artisanal, commercial or industrial operation, in particular in order not to increase the risk to human lives, or, in the event that agricultural, forestry, artisanal, commercial or industrial construction, works, developments or holdings may be authorised, prescribe the conditions under which they must be carried out, used or operated;” Thus, the territory concerned by the PPRI has been divided into two main types of regulatory areas, depending on the intensity of the 100-year flood hazard and the natural or urban character, or even heavily urbanised. In areas to be preserved from any new urbanisation, the ban prevails. In licence areas under conditions, new construction is possible by implementing risk adaptation measures. In addition, the RPRI identified two sub-areas managing land use at the rear of the protective structures.
