A distinction is made between the artificial marine public domain (MPD) (Article L.2111-6 of the PPMC) and the natural DMP.
The artificial MPD consists of port equipment and facilities, as well as structures and facilities related to the safety and ease of maritime navigation.
The natural MPD consists of:
the soil and subsoil of the sea, between the high shoreline, i.e. those of the highest seas in the absence of exceptional meteorological disturbances, and the broad limit of the territorial sea,
salted ponds in direct, natural and permanent communication with the sea,
lays (parks from which the sea has permanently withdrawn) and relays (alluvionary deposits) of the sea,
non-alienated parts of the so-called 50 geometric steps in the overseas departments, since the Act of 3 January 1986 known as the Coastal Law.
