The Regulation on the recovery of the stock of European eels is a
a regulation that is ambitious but justified by the state of this population
collapse for more than twenty years. The recruitment rate is
at present very low and mortality is above the threshold of
generational renewal.
France has chosen to put in place an eel management plan. This
plan is in line with the recovery objective set out in the European Regulation.
It contains measures to reduce the main mortality factors on
which it is possible to act in the short term. It is the result of a
compromise between regulatory objectives and the different interests that
are involved in the management of the eel population.
It consists of a main part of the work carried out at scale
and nine annexes each covering one of the nine units of
Eel Management (UGA) of the management plan, including UGA Seine-Normandie.
The boundaries of the UGA Seine-Normandie have been defined in the Order
interprefectural n°IDF-2016-06-16-005 of 16 June 2016 in accordance with
environmental Code (R436-65) and the Rural and Maritime Fisheries Code
(R922-46 and 47). The AMU has an upstream and an downstream boundary.
