The municipal safeguard plan (PCS) is a tool developed at the municipal level, under the responsibility of the mayor, to plan the actions of municipal risk management actors (elected, municipal officials, volunteers, partner companies) in the event of major natural, technological or health events. Its objective is preventive information and protection of the population. It is based on the identification of vulnerabilities and risks (present and future, for example related to climate change) on the municipality (particularly in the context of the departmental dossier on major risks drawn up by the prefect of the department) and available resources (communal or private) on the municipality. It provides for the organisation necessary to ensure the alert, information, protection and support of the population with regard to risks.
