This dataset contains the location of the neighbourhoods affected by the National Requalification Program for Old Degraded Quarters (PNRQAD) (surface objects) of the New Aquitaine region.
PLEASE NOTE: this dataset is not exhaustive on the perimeter of the New Aquitaine region. It concerns the perimeter of the former Aquitaine region.
Established by the law of 25 March 2009 on mobilisation for housing and the fight against exclusion, the National Programme for the Rehabilitation of Degraded Old Quarters (PNRQAD) covers:
— old degraded neighbourhoods with characteristics of a high concentration of habitat unworthy with a particularly difficult economic and social situation of the inhabitants;
— old degraded neighbourhoods in which there is a high vacancy despite a tense real estate market.
The aim is to effectively reduce unworthy housing, to re-enter the market of vacant housing and to combat energy poverty, while maintaining social diversity. This involves the requalification of public spaces, renovation (meaning demolition and reconstruction of housing), the rehabilitation of buildings with the best energy standards and the installation of new equipment.
Using exceptional means to remedy urban and social dysfunctions, when they hold conventional solutions to failure, this is what is offered to elected representatives through participation in this national programme.
In Aquitaine, this programme concerns two municipalities: Bordeaux and Bayonne.
