Perimeters of trade union associations of forest owners formed in accordance with the provisions of the Ordinance of 1 July 2004 and the new Forest Code with the aim of preventing forest fires, and/or developing wooded or wooded land, and/or protecting forest stands from damage to game.
The trade union associations of owners (ASP) are associations of owners
land established for the purpose of carrying out specific improvement or maintenance work
of interest to all their properties, without transfer of ownership, or management acts relating to the same properties
Their responsibilities contribute to:
— prevention of natural or health hazards, pollution or nuisance;
— the preservation, restoration and exploitation of natural resources;
— the development and maintenance of rivers, lakes or water bodies, roads and various networks;
— development of properties.
These trade union associations may be free (ASL) or authorised by the Prefect (ASA) or constituted ex officio (ASCO).
The new forest code recognises their role in 3 main areas, see in particular:
* Article L132-2 imposing the grouping of owners of wood and forests located in fire-risk areas in a trade union association (ASL/ASA, ASCO)
* Article L332-1 et seq. specifying the procedures for setting up and the responsibilities of the “trade union association of land management” with a view to establishing a forest management unit (ASL/ASA)
* Article L332-5 on the protection of forest stands against game damage (ASL)
