For natural RPPs, the Environmental Code defines two categories of areas
(L562-1): risk-prone areas and areas that are not directly
exposed to risks but on which measures may be provided for
avoid increasing the risk. Depending on the hazard level, each area is subject to a
enforceable regulation. The regulations generally distinguish three types of zones:
1- “Building prohibited areas”, so-called “red zones”, when the level of
D’aléa is strong and that the general rule is the prohibition on construction; 2- “areas”
subject to requirements, referred to as ‘blue zones’, where the hazard level is average
and that projects are subject to requirements adapted to the type of issue; 3- Areas
not directly exposed to risks, but where constructions, works,
development or agricultural, forestry, artisanal, commercial or
industrials could aggravate risks or cause new, submitted
prohibitions or prescriptions (cf. Article L562-1 of the Environmental Code). This
last category applies only to natural RPPs.
