Defined at the Earth Summit in Rio in 1992, Agenda 21 is a programme of actions to make the 21st century viable under the best conditions for all.
This tool is intended to be developed locally by local and regional authorities in order to define and implement concrete actions to meet the challenges of sustainable development in their territory.
This is a voluntary approach, encouraged by the State, which has set a target of 1000 local Agenda 21 for 2013. To date, more than 600 French authorities are engaged in an Agenda 21.
An Agenda 21 should make sustainable development policies and actions more legible.
It must also enrich and create coherence between the actions already carried out in these areas.
