Land use premium zoning (PAT) LOADT 1995 — Decree No 95-149 of 6 February 95 — Decree No 2001-312 The regional planning premium is an equipment grant granted by the State to French or foreign companies carrying out, in priority areas of spatial planning, programmes which have an impact on employment. The aim is to direct major investment and job creation projects to the most fragile territories. France has chosen the “area of employment” as the basic geographical unit (the areas of employment are defined by INSEE for the purposes of employment policy). The areas selected are: — on the one hand, the less affluent areas (average taxable net income per tax household below the average of all employment areas) either have an unemployment rate higher than the national average (11.3 % in 1998 or a population decline between 1990 and 1995 above 1.2 % for rural areas; — on the other hand, areas with an unemployment rate of more than 10 % and with vulnerabilities linked to the size of sensitive jobs (in particular the automotive, textile and shipbuilding sectors) or which have been the subject of significant economic restructuring decisions since 1996. Data managed by Datar. The current data is valid for the period 2000-2006 Layer described in relation to the department, and to a medium scale benchmark. May also exist at regional and national level (management in this case by DGFAR for the MAAPR), under other benchmarks.
