The territory covered by the P.P.R.I. is divided into orange and red zones.
In all these areas, the existence of the hazard requires that certain land use be
prohibited, but allows certain works to be carried out.
Orange zones
They include the territories for which their urban character and the existence of an average risk
or weak allows urbanisation provided that the vulnerability is not aggravated*.
There are two orange zones:
— zone O1, corresponding to the low hazard area,
— zone O2, corresponding to the medium hazard areas.
In these areas:
* new constructions whose characteristics take into account the risk may be authorised but under more restrictive conditions in zone O2 compared to zone O1;
* the evolution of the existing building will aim to improve the current situation: safety of persons and a requirement that the economic cost of damage should not be increased,
Red zones
They include the territories for which the main objective is:
* for urbanised areas, not to aggravate vulnerability,
* for non-urbanised or weakly urbanised areas, preserve flood expansion fields and drainage conditions.
There are three red zones: R1, R2 and R3 (with an R3u sector corresponding to urban centres)
subject to a severe hazard).
In these areas:
* new constructions, installations and works are in principle prohibited, except
exception 1.
* For the existing building, any development will aim to improve the current situation in terms of safety of people* and not increase the economic cost of damage.
* In the R1 and R2 expansion zones, the increase in capacity is limited, with more restrictive conditions in zone R2.
* In urbanised areas R3, the aim is not to increase vulnerability by avoiding increasing the number of people directly or indirectly exposed and in R3u sector by avoiding increasing the number of people directly exposed.
