Law No. 2003-699 of 30 July 2003 on the prevention of technological and natural hazards and the repair of damage introduced the Technological Risk Prevention Plan (PPRT). This plan covers all the high threshold SEVESO sites defined in the classification of installations classified for the environment.
Article L.515-15 of the Environmental Code specifies the scope of application of PPRTs and their objective of:
“Limit the effects of accidents likely to occur in installations listed in IV of section 515-8 and which may have an effect on public health, public health and safety directly or by pollution of the environment.”
DPCA’s activity involves its classification as a high threshold SEVESO.
As such, a PPRT was prescribed on November 30, 2009.
The PPRT was approved by prefectural decree of 19 September 2012.
Depending on the hazard level, each area is subject to an enforceable settlement. The Regulation distinguishes different types of zones:
— ‘R1 red areas’, strict prohibition zones;
— ‘R2 red areas’, prohibition zones;
— ‘Blue zones B1 and B2’, areas subject to limited authorisation;
— the “grey area”, which corresponds to the land right of the facilities causing the risk of this PPRT.
