An environmental contract is a watershed-wide intervention instrument. Like the SAGE, it sets for the river water quality objectives, the improvement of the aquatic environment and the balanced management of water resources and provides in an operational manner (action programme over 5 years, designation of project managers, method of financing, deadlines for works, etc.) the methods of carrying out the studies and the work necessary to achieve these objectives. Unlike SAGE, the objectives of the river contract are not legal in scope.The environmental contract includes the concepts of river, lake, bay, or table contract.These contracts are signed between the partners concerned: prefect(s) of department(s), water agency and local authorities (general council, regional council, municipalities, inter-communal unions, etc.). Only the procedures followed in the basin committee shall be taken into account.
The reference texts are the circular of 5 February 1981 on river contracts and Ministerial Circular No. 3 of 30 January 2004 on river and bay contracts.
A middle contract does not have a founding regulatory text. A river committee may, in theory, be set up without the establishment of an environmental contract thereafter. The act giving its reality to the middle contract is the signature of the contract by the partners concerned (a contract is not a regulatory text).
