Scope of action plans put in place to reduce air pollution.
Two types of action plans can be implemented: air Protection Plans (APPs) and Local Air Quality Plans (PLQA)
• Drawn up by the Prefect, the Atmosphere Protection Plans (APPs) define the objectives for reducing, within agglomerations of more than 250 000 inhabitants and areas where the limit values are exceeded or are likely to be exceeded, levels of pollutant concentrations in the atmosphere below the limit values (limit values are given in Article R221-1 of the Environmental Code). The structure of the plans for the protection of the atmosphere is governed by the Environmental Code (Articles L222-4 to L222-7 and R222-13 to
R222-36).
• Measures may also be put in place as part of local air quality plans (PLQA), simplified information documents that identify and describe the emitters of substances causing non-compliance
a limit value or target value in ambient air or level exceedance, as well as the measures taken and their expected effect on air quality within a given period (Article R222-13-1).
