The Backup and Development Plan (PSMV) is an urban planning document whose origin dates back to 1962. It applies in the protected areas of certain municipalities to protect the historical and aesthetic heritage. He plays the role of PLU.
The PSMV and its function similar to the PLU
In the saved sectors where it applies, the PSMV replaces the PLU and has similar content. A major difference, however, is that the PSMV focuses primarily on the rules for the protection of existing built heritage. Better, the VMP has a much more detailed level of detail than a PLU, which can edit rules for a plot or building.
Content of the PSMV
A PSMV is a local planning document, just like the PLU. It contains three main parts:
• The presentation report: it must include an overview of the project, guidance on city management policy and the reasons for zoning.
• The regulations of the PSMV: this is the detail of the rules. Each area can be detailed, with a focus on the modifications and works allowed or not. Urban easements are also included in the regulations.
• Graphical documents and annexes: detailed zoning is present in graphic documents, as well as more specific plans (e.g. with pre-emption zones or the plan of areas at risk of exposure to lead).
Another marked difference with a PLU, the PSMV provides rules for both private and public spaces that are of historical or aesthetic interest, and whose conservation is an issue. This means that work carried out even in the interior cannot be done without a prior written request and authorisation (after the opinion of the architect of the buildings of France).
