The development of road and rail traffic, as well as sometimes poorly controlled urbanisation in the vicinity of
land transport infrastructure has created situations of high exposure to noise.
In order to prevent further nuisance, when constructing new buildings near existing lanes,
sound insulation requirements, as defined by the Decree of 30 May 1996, must be complied with by the
builders (workers, construction companies, etc.) of the buildings concerned (house, hotel,
educational institution, health and care institution) under construction contracts.
The rules applicable to sound insulation in buildings built in the vicinity of
land transport infrastructure is based on Article L571-10 and Articles R571-32 to R571-43 of the Code
of the environment.
Compliance by manufacturers with these requirements is essential in order to avoid the creation of new black dots.

Land transport infrastructure is categorised into 5 categories according to the level of noise it generates, the
category 1 being the noisiest. A noise-affected sector is defined on both sides of each infrastructure
classified, in which the sound insulation requirements are to be met. See Decree of 30 May 1996.
