A Territorial Climate Energy Plan (PCET) is a territorial sustainable development project whose aim is to combat climate change and adapt the territory. The result is a resilient, robust, adapted territory for the benefit of its population and activities. Established by the National Climate Plan and adopted by the Grenelle laws, it provides a framework for engagement for the territory. ETCPs are now mandatory for communities with more than 50,000 inhabitants. However, as the life-line scale is the most appropriate for the implementation of TEPs, the project territories are also encouraged to adopt an ETCP on a voluntary basis.
