As part of complex development projects at high-potential sites, the State undertakes, through contracts or operations of national interest (CIN and ISO), to bring out projects of national scope. The INCs and INOs promote partnership governance and detail the procedures and arrangements for making the tools of the State and its operators available to the signatory partners.
In Île-de-France, this approach, highlighted, in particular, by the last Interministerial Committee on Greater Paris on 15 October 2015, complements the territorial development contracts (TDC), with which they overlap in certain territories. The NIBs and CINs facilitate the transition to the operational phase of projects included in the Territorial Development Contracts and streamline the implementation of the projects concerned by several TDCs.
With regard to development, the strongest announcement concerns the identification by the government of some 15 territories known as “national interest”. These sites with high potential will benefit from the support of the State to bring about ambitious development projects. The government has proposed to accompany these territories with contracts of national interest (CIN) that will detail the governance, procedures, and tools of the state and its operators.
