The Law of 14 November 1996 implementing the City Recovery Pact (PRV) distinguishes three levels of intervention: sensitive urban areas (ZUS), urban revitalisation zones (ZRUs), urban free zones (ZFU). These three levels of intervention ZUS, ZRU and ZFU, characterised by schemes of increasing importance, aim to respond to different degrees of difficulties encountered in these districts.The ZFU scheme aims to develop and diversify economic activity, create social and urban mix and create jobs for residents in difficult neighbourhoods. The law (PRV) states that "urban free zones are created in neighbourhoods with more than 8,500 inhabitants particularly disadvantaged in the light of the criteria taken into account when determining urban revitalisation zones. Their delimitation is laid down in the Council of State, taking into account factors likely to facilitate the establishment of undertakings or the development of economic activities. “This delimitation may take into account areas close to the neighbourhood, if these are of such a nature as to serve the development of the whole. These spaces may belong to one or more neighbouring municipalities that would not be mentioned in the decree.The former ZFUs are archived and no longer appear in this dataset.
