Dataset description

Regional aid areas defined by Decree No 2007-732 of 7 May 2007 The College of European Commissioners adopted the regional aid map for the period 2007-2013, transposed into national law by Decree No 2007-732 of 7 May 2007. Regional State aid is reserved for particular geographical areas (territories lagging behind) and has as its specific objective the economic development of these areas through support for investment and job creation. The French map delimits the areas in which the State and local authorities will be able to allocate aid for investment and job creation to large enterprises and, at increased rates, to SMEs. These grants, paid by the national authorities, must be distinguished from the Structural Funds financed by the Community budget. The rate of investment aid varies according to the fragility of the territories, in accordance with European rules: 10 % to 15 % of the cost of productive investments for large companies in metropolitan France; 50 % to 60 % for large enterprises in the overseas departments; — rate subsidies are provided for SMEs in each of these areas. The form of aid is variable: grant, reduced rate loan or interest subsidy... The AFR zones are eligible either on a transitional basis for the period 2007-2008 or on a permanent basis until 31/12/2013. Some municipalities are partially eligible, others are limited to aid to SMEs, in accordance with Community rules. Data available on the DIACT website, but be careful: partial communal zoning is indicated only by a code category (P), reference must be made to the decree to have the names of the cantons concerned. For the typology it is proposed to retain the titles of the various lists contained in the annexes to the decree of 7 May 2007: Type o = unknown Type 1 = Annex 1 permanent regional aid area at standard rate not limited to SMEs Type 2 = Annex 1 area of permanent regional aid at standard rate limited to SMEs in which only projects with investments not exceeding 25 million can be assisted Type 3 = Annex 1 permanent regional aid area with reduced rate not limited to SMEs Type 4 = Annex 1 permanent regional aid area with a reduced rate limited to SMEs in which only projects with investments not exceeding 25 million can be assisted Type 5 = Annex 2 transitional regional aid area (2007-2008) Type 6 = Annex 3 area of permanent regional aid at increased rate falling under Article 87(3) of the Treaty Type 7 = Annex 3 area of permanent regional aid at normal rate falling under Article 87(3) of the Treaty Type 9 = other area
