The Law on Energy Transition for Green Growth (LTECV) strengthens the role of local and regional authorities in the fight against climate change, of which the territorial climate-air-energy plan (PCAET) is a mechanism central operational. PCAET, like its predecessor CETAP, is a planning tool that aims to mitigate climate change, develop renewable energy and control energy consumption. In addition to the fact that it also requires dealing with the specific aspect of air quality (Addition of the “A” in the sign), its particularity is its mandatory generalisation to all intercommunalities of more than 20,000 inhabitants by 1 January 2019, and from 2017 for intercommunities with more than 50,000 inhabitants. It may be quite different in nature depending on the commitment of the communities concerned, but its content is determined by law: a diagnosis, a territorial strategy, an action plan a mechanism for monitoring and evaluating the measures initiated. The variations of this new regulatory tool are reminiscent of the provisions of Agenda 21. The PCAET must also take into account the SCoT (Territorial Coherence Schema) so that the provisions relating to urban planning can be integrated (mobilities, space consumption, respect for urban structures, etc.).
