L'Organisation des Pêcheries de l’Atlantique Nord-Ouest (OPANO) est une organisation inter-gouvernementale plus connue sous le sigle NAFO. La NAFO a découpé la zone FAO 21 en secteurs subdivisés en sous-zones, divisions, sous-divisions, etc. Celles-ci servent de bases aux scientifiques qui établissent des diagnostics sur l'état de la ressource. Ces secteurs sont également employés pour l'attribution des quotas de pêche. Il existe 6 sous-divisions NAFO rattachées aux divisions.
