Public utility easements (SUPs) are administrative limitations on the right to property, they are established for the benefit of public persons, concessionaires of public services or public works, The public utility easements concerned are those defined by Articles L. 126-1 and R. 126-1 of the Urban Planning Code and their annexes. They result from the easements listed in Article L555-16 and R555-30 et seq. of the Environmental Code. This applies to municipalities where an SUP related to the danger zone defined around the gas transport pipelines applies. For public safety issues, the GIS layer of the base of this SUP cannot be made available. A hyperlink present for each municipality allows access to the prefectural decree creating the SUP, which is to be annexed to the urban planning document. In Puy-de-Dôme, 80 municipalities are concerned by servitude I3, for each of them a prefectural decree dated 5 May 2017 was made in order to define the public utility easements mentioned in the articles of the codes mentioned above. A map to 1/25000th is annexed to this decree. According to the technical note of 7 January 2016, it is specified that the exact scope of this easement must not be published on a scale greater than 1/25000th. The “plan of easements” of the cadastral planning documents must therefore not bear the perimeter of this SUP. It is simply necessary to annex the Prefectural Decree concerning the municipality concerned with its plan to 1/25000th.
