The “TEPOS — Positive Energy Territory” approach emerged from the territories in the late 2000s. It was taken over and promoted by CLER from 2010 and then proposed by several regional councils to their territories, in partnership with ADEME in most cases.
In the former Rhône-Alpes, a “positive energy territories” approach was launched in July 2012 at the initiative of the Region and the ADEME with the aim of selecting and supporting demonstrator territories (political deportation and project animation based on sobriety triptych, efficiency, renewable energies), whose coherence and motivation commit them to convincing results. The selected territories had to follow a trajectory towards the objective of producing local renewable energy to meet the residual energy needs after two of the latter had been divided by 2050 at the latest. They are on the scale of “lifesheds” and urban hubs have been eligible in so far as they established a partnership with one or more predominantly rural territories present in their geographical continuity. A regional support scheme has been put in place for the support of these territories, mainly in support of project engineering and resulting in two successive funding depending on the level of commitment to the approach:
* a support mechanism for carrying out a preliminary study for territories wishing to enter the TEPOS approach, called “the AMO prior to TEPOS”. This study should include the following points:
An energy-climate study, with a state of play and assessment of the potential of the territory
Definition of an immediate action programme known as “without regret”
The development of a shared energy strategy in the long term
* a support scheme of EUR 100 000 (over 3 years) of a grant for project management assistance (AMO) for territories (already) entered the TEPOS process, called “AMO TEPOS”. This AMO TEPOS can be internal (financing a new post), external or an intermediate solution.
