WFS Service — The organisation of water and sanitation services has undergone a profound institutional change in recent years, notably with the promulgation in 2015 of the NOTRE Act, the new territorial organisation of the Republic.
Since 2016, 5 organising authorities have been responsible for water and sanitation throughout Guadeloupe (Figure 17):
— 1 intercommunal union: the Syndicat Intercommunal d’Alimentation en Eau et d’Assainissement de la Guadeloupe (SIAEAG), to which the Communauté d’Agglomération du Nord Grande-Terre (CANGT), the Community of Aglomeration la Riviera du Levant (CARL) and the Communauté d’Agglomération du Nord Basse-Terre (CANBT) are members for the communes of Petit-Bourg and Goyave;
— 4 EPCI with own taxation: the Cap Excellence Agglomeration Community (CAPEX), the North Lower Earth Agglomeration Community (CANBT) outside Petit-Bourg and Goyave, the Greater South Caribbean Agglomeration Community (CAGSC) and the Community of Marie-Galante Communes (CCMG).
Recent transfers of powers have led to more or less complex reorganisations to ensure the continuity of the public service during a transitional phase of reorganisation. Thus, in 2018, two competent inter-communal structures had an agreement with certain municipalities for the management of water and sanitation in part of their territory:
— the CAGSC, by management agreement with the commune of Trois-Rivières,
— CANBT, by management agreement with the communes of Lamentin, Sainte-Rose and Deshaies.
