ZDEs are defined "depending on their wind potential, the possibilities of connection to the electricity grids and the protection of landscapes, historical monuments and remarkable and protected sites”. Their perimeter is demarcated on a map at 1/25 000th. The application for ZDE is made by one or more municipalities or an EPCI with own taxation; DREAL is responsible for examining the application file. The creation of an ZDE gives it legal value and third-party effectiveness.
