Le zonage est une traduction en "territoire action" du zonage hydrographique Algues vertes, ce dernier s’appuyant sur l'agrégation en 8 baies des 14 bassins versants dont les flux de nitrates doivent être réduits d’au moins 30% (disposition 10A-1) au titre du Schéma Directeur d’Aménagement et de Gestion des Eaux (SDAGE) Loire Bretagne approuvé le 18/11/2009.
