Established by the law d' orientation for the planning and development of the territory (L.O.A.D.T.
Pasqua Act) of February 4, 1995 the notion of a country was clarified in the law d' orientation for
L' planning and sustainable development of the territory (L.O.A.D.D.T. n°99-533 called the Voynet Law) of 25
June 1999 and its decree of implementation (Decree n°2000-909 of 19/09/2000)
A country, within the meaning of the Law of 4 February 1995, is a territory which is geographically consistent,
cultural, economic or social.
The law of 25 June 1999 makes the country a real project territory, based on local will.
The country is thus a project space for which public and private actors build from
local potentials a sustainable development project. From the delimitation of {\#x27;a perimeter
D' study adopted by the Prefect of Region, set up a development council that develops a
sustainable development charter of the country and gives an opinion on any question of
territory of the country. Subsequently, a management structure was put in place, i.e. the managing body of the
countries, which translates the guidelines of the charter into a programme of actions, the country contract.
