First residence permits are issued to adult foreigners following a first application for residence, but do not take into account renewals of titles even when they change their nature (for example, an alien entered on the “student” ground who would subsequently be “employee” will not be counted a second time as the first title).
Since 2003, nationals of Community countries and certain European countries are no longer required to hold a residence permit. Thus only data on third-country nationals constitute a significant time series.
The data for 2014 are final. Given the time-limits between the submission of an application and the issuance of the permit, some of the 2015 documents are not yet registered in the national management base for residence permits. An initial estimate of the issuance of first titles is presented below.
