In these pre-emption zones under Sensitive Natural Areas (ENS), the Métropole de Lyon is a priority to acquire land in order to protect, develop and open it to the public. An ENS pre-emption area can be split into separate sectors depending on their stakes (priority or not) and the right of pre-emption can be delegated to a municipality on all or part of the area (non-priority sector for example).
