The Base Adresse Locale (BAL) is a structured file, standardised according to the recommendations of the AITF, in order to promote the exchanges of local authorities with the NATIONAL ADRESSE BASE (BAN).
**The purpose of this data model is:**
* standardise the computer files of addresses distributed by local and regional authorities
* to power more effectively the National Address Base but also the portal data.gouv.fr
* to promote the aggregation of these data at different scales
* to promote reuse by the greatest number
Since the file is not completely up to date, it evolves regularly.
