Basis of building permits and other planning authorisations (Sitadel)

Any petitioner planning a new construction or the conversion of a building requiring the filing of a building permit must complete a form relating to his project and send it to the town hall of the work location municipality. The draft permit is handled by the Instructor Services (State, Territorial Authority) to which the municipality belongs. The information in the form feeds the Sitadel application via the instructor centres. Movements relating to the life of the permit (deposit, authorisations, cancellations, modifications, start-ups, completions of works) are transmitted monthly to the Data and Statistical Studies Department (SDES) which uses the data for statistical purposes. As part of the opening of public data, the Statistical Data and Studies Service makes available to the public a large part of the information concerning planning permissions provided in the Sitadel database. Most of the data in this database, fed by local and regional authorities and departmental directorates of the territory, are distributed each month at the same time as statistics on new construction (houses and premises). The following shall be made available: — urban planning authorisations issued since 2013, whether they are building permits (PCs) and advance declarations (DPs) creating at least one dwelling; — building permits and prior declarations of the creation or extension of non-residential premises; — development permit (PA); — or a demolition permit (PD). _** Warning**_: as of 1 June 2021, the distribution of lists on building permits and other planning authorisations remains at a monthly rate, but changes in format.
