As at 31 December 2013, 4.02 million beneficiaries received one of the nine social minimums, an increase of 4.8 % in one year. This increase is more for men (+ 5.6 %) than for women (+ 4.0 %).
Taking into account spouses and dependent children, 10.9 % of the French population is covered by the social minima.
This increase is mainly based on the growth in the number of beneficiaries in the base part of the active solidarity income (+ 7.4 %) and, to a lesser extent, on the number of employees in the specific solidarity allowance (+ 10.3 %). The deteriorating economic conditions and the unfavourable labour market developments since mid-2011 explain these two increases. Their contribution to the increase in the number of beneficiaries of social minima is 4.4 points (out of 4.8 %).
The number of beneficiaries of the allowance for adults with disabilities also continued to increase (+ 2.5 %), but at a slower pace than in recent years. The decrease in the number of minimum old age allocation continues.
