Specific measures, in the form of direct State intervention appropriations, have been planned to support undertakings for which recourse to other exceptional arrangements (Solidarity Fund, EGP, postponement of fiscal and social deadlines, partial activity, etc.) proves to be ineffective or insufficient.
These loans are aimed at rescuing a company of strategic interest due in particular to its territorial impact or industrial positioning.
— They are aimed at SMEs with 50 to 250 employees, or by way of derogation for less than 50 employees, which require cash support and restructuring of their balance sheets and operations, and which are not or no longer supported by their private or banking financiers.
— They are aimed at SMEs that show real prospects of recovery or return to profitability, as demonstrated by a business plan, possibly audited.
— The aid is granted after seeking a balanced contribution from the company’s various financial partners: clearance of liabilities with public (CCSF) and private creditors, shareholder contribution.
## The Business Aid Scoreboard
In order to offer visibility to all French people on the allocation of aid paid to companies under this solidarity fund, the Minister for Action and Public Accounts, with the technical support of the Etalab department of the Interministerial Directorate of Digital (DINUM), are making available a scoreboard whose source code is free which proposes a consolidated view of the support provided by the State to companies.

This dataset contains the data presented on the “solidarity fund” tab of the scoreboard.
These data are derived from:
— The Sirene base of INSEE companies and their establishments;
— The official geographical code (COG) of INSEE;
— Of the database of direct loans of the State
The data provide information, at the regional level, and for loan types:
— the number of aid granted;
— the total amount of aid granted in euro;
The data is updated on a weekly basis and is available in CSV format.
